		<description><![CDATA[There are two Americas when it comes to abortion—one in which it’s nearly impossible to terminate an unwanted pregnancy, and one in which access to the procedure is mostly unfettered and often publicly financed. Geography is everything. While abortion has been a federally protected right for 40 years, in some states, women must travel hundreds of miles and devote days to terminating pregnancies; poor women who can&#8217;t afford to pay out of pocket must find privately-funded organizations to pick up the tab. In others, obtaining an abortion is logistically as simple as making and showing up to a standard doctor&#8217;s appointment. New York is one of the latter, with few abortion restrictions and greater access to the procedure than nearly any other state. Gov. Andrew Cuomo reportedly wants to widen access even further and has proposed rewriting a state law that now limits abortions after 24 weeks of pregnancy to women whose lives are in danger. Cuomo’s proposal, as reported by the New York Times, would also allow abortions after 24 weeks to protect a woman&#8217;s health. According to the New York Times, Cuomo wants to ensure wide access to abortion in New York state is on the books in case the Supreme Court ever overturns Roe v. Wade. (PHOTOS: 40 Years After Roe: Inside North Dakota’s Only Abortion Clinic) Cuomo’s proposal is being cheered by abortion rights activists and panned by anti-abortion groups, including the Catholic Church. But the truth is, Cuomo’s plan is more about symbolism than changing much of anything for women’s reproductive health—in New York state or anywhere else. Even though the New York state&#8217;s current law doesn&#8217;t explicitly allow late-term abortions to protect a woman&#8217;s health, Roe v. Wade said that abortions that take place after a fetus might be able to survive on its own outside the womb are permissible to protect the life or health of the woman who is pregnant. 		<description><![CDATA[Governor Mitch Daniels, the man who proposed a &#8220;truce&#8221; on social issues, will sign a bill restricting abortions after 20 weeks of pregnancy and making Indiana the first state to choke off government funding to Planned Parenthood clinics. The AP reports: Daniels said he supported the abortion restrictions from the outset and that the provision added to defund Planned Parenthood did not change his mind. He said women&#8217;s health, family planning and other services will remain available. &#8220;The principle involved commands the support of an overwhelming majority of Hoosiers,&#8221; Daniels said in a statement announcing his intention to sign the bill when it arrives on his desk in about a week. But doing so also puts Daniels&#8217; state at risk of losing $4 million a year in federal family planning grants likely to be cut off because of the legislation. Daniels, known as a fiscal hawk, did not address the loss in his statement. His decision will inevitably lead to chatter of a presidential bid, but his hands were pretty much tied. A veto could&#8217;ve sparked a conservative backlash against him, both from statehouse Republicans in Indiana and social conservatives nationwide. He could have opted to let the bill languish on his desk for a few days, at which point it would have become law anyway, but that would&#8217;ve invited both conservative discontent and opened him up to charges that he&#8217;d simply ducked a tough choice. That he announced his decision late on a Friday afternoon might say something about his eagerness (or lack thereof) to see the story carried widely in the national media. Daniels was always pro-life, but his conservative legislature put him in a tricky spot. If he does have presidential ambitions, this kind of legislation can be a great asset in a GOP primary &#8212; and a serious albatross in a general election. Earlier this year, Daniels managed to convince Republican allies in the legislature  to back off a &#8220;right to work&#8221; bill restricting labor unions in the state, arguing that Democrats&#8217; protests and procedural maneuvers<img alt="" border="0" src="http://stats.wordpress.com/b.gif?host=swampland.time.com&#038;blog=5284847&#038;post=46814&#038;subd=timeswampland&#038;ref=&#038;feed=1" width="1" height="1" />]]></description>

		<description><![CDATA[You kind of knew this was bound to happen after Indiana Governor Mitch Daniels called for a &#8220;truce&#8221; on social issues. The mild-mannered fiscal conservative might want to avoid contentious moral debates, but Indiana just became the first state in the country to pass legislation banning public funding for Planned Parenthood. Daniels says he doesn&#8217;t yet know if he&#8217;ll sign the bill. His decision could determine whether or not he goes forward with plans to run for the GOP presidential nomination. Social conservatives in the Indiana legislature added the Planned Parenthood measure to a bill that also bans abortion after 20 weeks&#8211;although it does provide exceptions when the woman&#8217;s life or health is &#8220;substantially threatened.&#8221; Daniels supported the underlying bill, but the Planned Parenthood rider puts him in a bit of a bind. Daniels would have an easier choice if the bill addressed public funding of abortion. But it doesn&#8217;t. Public funds are already prohibited from being used to fund abortions. The legislation on Daniels&#8217; desk would affect Title X funds, which are specifically intended for that allow Medicaid recipients to obtain family planning services. And despite the rhetoric issuing forth from social conservatives,  funding for contraception and other family planning services is far less of a hot-button issue for most Americans than funding for abortion. Opponents of Planned Parenthood know they hold a minority view, which is why they try to tie their defunding efforts to abortion legislation or to highlight Planned Parenthood&#8217;s abortion services, in an effort to conflate abortion and contraception. (There are activists who believe that birth control itself is a form of abortion, but they are in the extreme minority.) In this same vein, the Indiana bill would bar the state from providing grants and Title X dollars to entering into contracts with abortion providers (with exceptions for hospitals and ambulatory care centers), but again we&#8217;re only talking about family planning services. The bill is expected to affect about $4 million in federal funds that would no longer go to Indiana.
