Secretary of Health and Human Services Kathleen Sebelius got visibly frustrated middle of a long hearing on the rough roll-out of the Affordable Care Act Wednesday, facing questions from Mississippi Republican Rep. Greg Harper over who bears ultimate responsibility for the troubles with Healthcare.gov.

Sebelius said she bears responsibility for the website and apologized. Harper repeatedly asked whether President Barack Obama bears ultimate responsibility, and Sebelius eventually conceded the point, but only after giving Republicans a choice soundbite.

Rep. Greg Harper: The president ultimately is responsible. While I think it’s great that you’re a team player and you’re taking responsibility, it is the president’s ultimate responsibility, correct?

Sebelius: Um… You clearly… Uh… Whatever. Yes he is the president. Yes he is responsible for government programs.
