Obama Signs Bill to End Government Shutdown, Avoid Default

Senate majority leader Harry Reid and Democratic leaders speak with reporters in Washington on Oct. 16, 2013

President Barack Obama signed a bill to reopen the federal government and lift the debt limit just after midnight on Thursday morning, after an 11th-hour agreement reached on Wednesday by Senate majority leader Harry Reid and minority leader Mitch McConnell was passed by the Senate and the House of Representatives. The Senate voted 81-18 in favor of the measure, while the House voted 285-144 in favor.

The bipartisan votes in both houses of Congress set the stage for an end to the 16-day government shutdown hours before the federal government’s borrowing authority is set to expire. Speaker of the House John Boehner conceded earlier on Wednesday that his conference’s strategy to demand concessions in exchange for reopening the government had failed. “Blocking the bipartisan agreement reached today by the members of the Senate will not be a tactic for us,” he said in a statement.

In a statement in the White House briefing room after the Senate vote but before the House took up the measure, President Barack Obama said, “Once this agreement arrives on my desk, I will sign it immediately.” Obama said he hoped lawmakers in both parties would learn from the shutdown and swear off governing by crisis.

“I’m eager to work with anybody, Democrat or Republican,” Obama added, saying he had more to say about future budget negotiations after the agreement on Thursday. “I’ve never believed Democrats have a monopoly on good ideas.”

Asked whether he was concerned about this process repeating itself in just a few months, Obama replied simply, “No.”

The only votes against the measure in the Senate came from conservative Republicans, including Senators Ted Cruz, Rand Paul and Marco Rubio, in addition to several members wary of primary challengers. In the House, a majority of Republicans voted against the measure, including Budget Committee chairman Paul Ryan.

With the passage of the legislation, Sylvia Mathews Burwell, the director of the Office of Management and Budget, said in a statement late on Wednesday that furloughed federal employees should prepare to return to work on Thursday morning.

“Now that the bill has passed the United States Senate and the House of Representatives, the President plans to sign it tonight and employees should expect to return to work in the morning,” she said. “Employees should be checking the news and [the Office of Personnel Management] website for further updates.”

Roughly 800,000 federal employees have been furloughed since midnight on Oct. 1 when the government began a new fiscal year without a budget. Hundreds of thousands of others, deemed “essential” employees, were required to work without pay. The new funding bill will extend back pay to all workers affected by the shutdown.

White House Press Secretary Jay Carney said on Wednesday he did not know how long it would take for the federal government to return to normal operations once funding has been restored.

As part of the agreement, the House and Senate approved the appointment of budget negotiators after Republicans dropped their long-standing opposition to beginning the process. Lawmakers on the committee have until Dec. 13 to reconcile the vastly different House and Senate budgets.

The agreement funds the federal government in place of an annual budget through Jan. 15, 2014 and lifts the debt limit through Feb. 7, 2014.

Let me debunk the stereotype procured by those in this site that those opposing Democrats or Obama must be a "white male," since I am part black and by law a Cherokee on the Lee Registry of the Cherokee Nation, and I am strongly conservative, vote Republican when a Libertarian is not on the ballet, and run a Christian "religious right," newsletter, and indeed majored in Political Science on my undergrad, so I am the 'informed vote.'  Republicans, Tea Party Members, and "religious right," are of all mixed races, high level of education, and successful in society, so all of the outlandish hateful stereotypes are shot down, letting truth prevail.

it is illegal for Democrats with a badge to get online and make posts pretending to be Tea Party members, or Republicans, using profanity, and "dumbing down the conversation," to the level of junior high drop outs, in order to procure a stereotype of their opposing political party. Republicans and Tea Party members are not a stereotype of backwards, uneducated, racists, nor blue collar types. It is abuse of a public office by officers and informants to attempt this said attack on the conservative Republicans and Tea Party members. All of the conservatives, including myself, find the lack of professionalism in law enforcement and by informants, of which are violating the laws doing these acts, as offensive and in need to lawsuits filed against them for said infraction.  At least we Republicans and Tea Party members are professional!!!!

Sad that our government is going to go further in debt, and this is due to not having a good government watchdog group to expose the vast waist in government offices, and the refusal by Democrats to "re allocate" funds from other offices where the waist is prevails in order to save Obama Care while stopping a further down turn into deep nation debt.  When we have federal dollars paying for indoor swimming pools going in at every junior high and high school at 20 million each, each University spending over 20 million a year in federal funds, and every office in our government trying to spend the full amount of federal funds given yearly in order to continue to receive that kind of outlandish federal funds, we see the money should be re allocated to stop the national debt and bail out Obama Care.

Worse yet, with the boomers retiring which were 47 and 1/2 percent, almost 50% of our population, quitting work and now drawing social security, coupled with the already 20% retired or on disability, along with the unemployed, we see that there is not enough people working in order to even make the minimum payment on the trillions of dollars the US borrowed.  We can not afford more socialism, we can not repay what we owe already!  Adding to this, we certainly can not procure the attitude of just "raise the debt ceiling," rather than cut waist and re allocate funds to other offices!!!!!    We need to vote the Democrats out that refused to do so!!!!

I am a Senior at Red Level High School in Alabama. I have a question and I am open to everyone's opinions !. How has the government shutdown affected any of you ? What are your thoughts on our president ? What do you think will happen 5 to 7 years from now ? The timeto handle Obamacare is when Obamacare is on the table. The time to handle the budget is when the budget is on the table. Do your job Congress or we the people will find a way to replace all of you. Don't think your all off the hook just because your failure only lasted 16 days.

AmericaTruthOrg

Are we suppose to be content that Obama did his job? Are we suppose to be contact that Congress did their job? Give me a break and stop trying to have people praise these fools at Capitol Hill because it was only done to punish us for not backing Obama on the Syria strike. Obama threatened Veteran Benefits, Shutdown Memorials, Forloughed hundreds of thousands of everyday, hard working citizens and made sure they all kept their checks.

Obama planned this all so much that he had Russian troops, National Guard Units and more all around Capitol Hill just in case. He planned on literally killing thousands upon thousands of Americans but who's really shocked at that? The man is killing thousand upon thousands of innocent men, women and children in other countries with drone strikes, starting illegal wars on his own and has literally destroyed our Constitution. More people around the World hate the United States now more than they did when Bush Jr. was in office and that's a high hate standard.

People need to wake up and realize that your Democracy Government isn't anything but the appearance of freedom so you work and produce more for the Corporate Elite. Your being guided down a path in which you can not control and Obama made the statement a statement, "No" when asked if we would be dealing with this in January but how can he know that if we have to re-vote? It's simple, China has called for a "One World Currency" and the "New World Order" because they're the next superpower. Do not  be suprised that the United States turns into the United Nations and the Constitution is ratifed and thrown away because that was the entire plan for the United States before George Washington got her. That's why ALL the US Presidents except 1 (8th President) are related by blood that stretches back to England.

People think Obama is the Antichrist because it's done that way to throw people off from the facts. Like why is Prince William (Great Britian) trying to say he's related to Jesus Christ, and he openly admitted that his scar on his head "glows" but this is normal? I use to be Catholic until I realized the Bible was talking about the Vatican being the home of Satan, and where everybody will be tricked and that everybody drinkth the blashphimies from the golden cup. The Vatican has a many rooms filled with other Gods and Idols, and there's even a room with an old picture of Satan under it, another room with Greek Gods including a vase with Meduca's head on it but why? If this place belonged to God, and was only devoted to him then why have these rooms with other Gods in them, including Satan?

People need to wake up and realize the after the old Pope resigned the same day, a couple hours later, the Vatican was struck by lighting twice! The new Pope is claiming homosexual marriage is okay when that's directly breaking a Commandment, as well as him claiming you can get into Heaven while commiting sin. Wake up because he's calling for a "One World Religion" as well as a "One World Currency" and obviously the "New World Order" which we are warned about in the Bible. Life on Earth is to see if you will follow Satan or God it's that simple. All this other garbage is thrown at you just to make you confused but do not be confused. Read the Book of Enock and see who the real fallen angels are and what they taught humans and see why it was banned from the Bible.

This war in the middle is so they can rebuild the 3rd Temple for the Antichrist in Jersualem and no other reason. That's why they're already training their people over there on how to do animal sacrifices properly and more. Why didn't the Illuminati Mainstream Media display that when Obama landed in Israel millions of locust swarmed from Eygpt to Israel? Simple, just like the signs around the world where countries are having tons of fish wash up on the shore, birds are dropping dead, earthquakes are constantly happenening and bad storms aren't be shown or told unless it gets enough local and internet media so then they try to spin it into their own words. These "UFO'S" you see all over the media are to prepare you to believe in whatever way they want you to believe in them but notice how when you see these lights or "UFOs" they reporter always gives a in-depth description of it being an extratrestrial lifeform? It's because they're brainwashing you by subjectively pushing an idea into your mind without you noticing.

People need to wake up and realize the reality of life, what's happening right now and see the evil all around you. With the love and prayer of Jesus Christ you will be able to see the truth, see the evil and not fall for Satan's tricks. Please come back to Jesus Christ and God for he is a mercyful God and will give you his forgiveness because he wants us in Heaven with him, that's why he created us in his image. God Bless you all and may the Holy Spirit protect you all from evil.

So, the crybabies got their way.  Mean ol' Tea Party was beat down by an unholy alliance between liberal Dems (all Dems) and liberal Republicans.

Does anybody know what Obamacare prices are?  near as i can figure, it is about $12,000/year per person, with $6,000 annual deductible.  So, everyone has lost their freedom not to buy insurance. Instead of just paying out of pocket for doctor visits, now they must pay $1,000 per month, AND pay out of pocket for the first $6,000 of medical care. , Your precious Obamacare insurance doesn't kick in until you have spent $18,000 in a given year.  If you are healthy, and go to the Doctor one time, it will cost you $12,120, instead of $120.  If you go to the doctor 50 times, your out of pocket cost is $18,000.  If you go to the doctor 51 times, then Obamacare will pick up 80% of your 51st office visit.  WOO WOO!

Hopefully all involved will realize that the most important problem we have is our debt. We need to fix this asap. We lower taxes and saw our debt increased. There are budget items that need to be reduced or removed. We can no longer afford to support tobacco, or sugar companies including corn used as sugar. This to me seems a no brainer, a win, win, place to begin real change. But I have my doubts that anything will change. We seem to love anecdotal evidence that condemn the poor groups, while ignoring the over welling evidence  that a few wealthy are abusing us with bad laws.     How can anyone argue that tobacco companies need any support  of any kind from the United States.

What makes no sense to me is how a person who is not employed and not going to school is living better than most middle class people in who are working and/or going to school.  I found out the hard way that even working two full time jobs would not support myself and my kids (and that's leaving day care out of the equation).  So I made the difficult decision to return to school.  I am now a year away from a bachelor of science degree in biochemistry, however it has been a living hell financially.  To my shame, I have had to turn to some help from the government to make ends meet, however I am by no means living large.  In addition to going to school, I also tutor for the university I attend on the side to help out, and some family is generous enough to help me out as well.  I have found out that a drug-addicted mom with 5 kids by 5 different men sitting on her ass all day receives all kinds of benefits from Section 8 to daycare, TANF...the whole nine while she's driving around in a new car and is in the club all night getting trashed.  Yet here I am busting my ass to get through school so that I can better support my kids, driving a 12-year-old van that is falling apart before my eyes because I refuse to take food out of my childrens' mouths to pay for a new car, and I get told that all my kids qualify for is Medicaid and SNAP because of either financial aid or my not being able to "work at their offices for 30 hours per week" due to the amount of time spent in the classroom?  I have actually had a social worker tell me that I am wasting my time getting my education, it is too much work for her to keep up with my education paperwork that I make sure to file because I am an honest person so why can't I just be like the rest of these unemployed bums sitting on their asses with their hand out.  I just told her that I don't want any part of this system however full-time work and a biochemistry degree don't go hand in hand and I am sorry I am "wasting her time".  I am in a lab 4-5 days per week to get the educational and research experience so that I can pursue a graduate degree in chemistry.  I do the best I can.  I know people will judge me, calling me one of the "koolaid drinkers" among other things.  I am not one of those leeches.  These government benefits, in my opinion, should be reserved for those who are truly disabled or for people who are legitimately trying to pull themselves up by their bootstraps and need an extra hand UP not a hand OUT.  I can understand the argument on both sides, however the extreme views of both the far left and the far right need to be weeded out.  I would say that if significant entitlement reform were to be undertaken, the ability of an able-bodied unemployed adult not seeking to further their education to suck off the system needs to be eliminated NOW.

@AmericaTruthOrg  Actually, the Republicans inspired by the Tea Party were the ones to shutdown the government. They voted for it. Which shouldn't be considered irony when they're consistently speaking about a small government, and less interference (i.e. regulations) on the public market and lives of the people. Do not be fooled by Fox News (if you happen to watch that) or those who actually voted for the shutdown claiming this has in any way happened because of our president, nor Michelle Bachman, or any of her fellow Tea Partiers who actually supported the shutdown. While she may have attended a memorial and opened the gates for many veterans, it was her ideological idiosyncrasies that caused those gates to be closed in the first place.

Their main issue was the Affordable Care Act, which was eventually passed through the proper channels in 2010, after being whittled away through negotiations, only to be fought all the way up to the Supreme Court and justified as legal under the Constitution, which once again "ironically" the Tea Party is all about honoring.

It's even more vexing considering how both parties had come to an agreement over the fiscal budget during the summer only for Boehner to once again be intimidated into the futile attack on the ACA by his Tea Party colleagues who are slowly, but surely causing the G.O.P. to implode. The old conservative guard is losing their touch, while this supposed "grass roots" movement being funded by some of the wealthiest individuals (i.e. the Koch Brothers) are using their incredible capital to get their members into the House, and with overwhelming control of certain states Gerrymandering to ensure they will not lose their seats any time soon.

@tomthumb111111a The national debt is a self-inflicted wound that, like the Arab states keeping the conflict over there going by refusing to work to solve it, could be easily resolved by a dedicated tax to eliminating the national debt but that takes away the GOP/TP's only argument as to why anyone with a brain would elect them.  The GOP/TP don't want the national debt issue resolved or they would have stood up to that $5 trillion off-budget national debt increase called the Bush 2 wars. And why wasn't it important when Bush 2 was president or Bush 1 or Ray-Gun?  The national debt seems to become important ONLY when a Democrat is elected president.

If you are so concerned about drone strikes, then maybe you should look at your pals Ronald Reagan, George Bush and Bush Jr. All of them started wars and profited from them. But then again, this is pointless. There are Democrats who have done the same. Obama is just another guy lost in the helm of corrupted politics. I do believe he set out to do good, because if you look at what he did in Chicago, it is clear that he meant well. But in the end, politics will eat your heart out.
