Rahm Emanuel’s Plan to Turn Around Chicago

Rahm Emanuel left the White House to run a broke, violence-plagued city, and he's having the time of his life, TIME's David Von Drehle reports.

Chicago Mayor Rahm Emanuel left his job as White House Chief of Staff to run a broke, violence-plagued city. He has been dubbed “Mayor 1%” by his enemies for cozying up to corporations, and the “murder mayor” for closing 50 public schools, some of which were in gang-troubled neighborhoods. In this week’s TIME cover story, editor-at-large David Von Drehle writes that Chicago “has budget problems and crime problems, problems of inequality and racial division, problems of mutual suspicion and failing schools, of high unemployment and aging infrastructure. And behind it all, special interests so deeply entrenched you need spelunking gear to go after them.” Yet in spite of all those daunting challenges, Emanuel tells Von Drehle, “This is the happiest I’ve ever been in public life. I’ve always wanted to be mayor.”

The in-depth piece delves into Emanuel’s recent success combatting Chicago’s epidemic gun violence (targeting 420 of the most troublesome men and their networks seem to be a good start); the mayor’s presidential ambitions (None, as David Von Drehle writes, “Chicago mayors are sometimes feared, sometimes scorned, sometimes investigated—but almost never promoted.”); and how Emanuel has changed from a Washington political hack to a policy wonk focused on creating STEM-heavy high school curriculums and real-world job training programs in community colleges. After Mayor Richard Daley’s more than decades in office, Emanuel is a big shift for the Windy City and, according to him, he arrived at a crucial time. “The decisions we make in the next two to three years will determine the face of Chicago for the next 20 to 30 years,” Emanuel tells TIME.

I couldn’t agree more with the above comments.After my son read it, he said based on that article, fi he was from out of town, he would think that Rahm ws OK.

But we live here, and have access to one of the only newspapers in town that have some measure of testicular fortitude, The Reader.And I provide you with some links.

This is just the tip of the iceberg.Just look through the Chicago Reader archives for yourself.Certainly Time reporter David von Drehle didn’t, as there is no real reason given in his article as to why people are mad at him, other than the obvious.

If Time wants to regain its reputation as an unbiased news source and not just a shill for the Democratic Party, they should have the Reader’s Ben Joravsky do an article on the other side of Rahm.And should dump von Drehle for not doing due diligence in researching.Unless all they wanted was fluff, and not reality!

Mayor Emanuel, 826 East 42nd Street in Oakwood would be a great start. This scattered housing project has been a drug infested nuisance for over 10 years. Please do something about it! Please do not allow elegal activity to continue and fester at this address. It's killing what the hard working homeowners on the 42nd Street block have faught so hard to positively preserve. A safe place to reside and raise our families. Police don't do anything. CHA has made it difficult to voice complaints or concerns. The good people are loosing the battle on this block and in your city.

These buildings are decrepit and crumbling. It would be impossible to repair them all and bring them up to standards the students need to learn. That is the first thing not to mention the need for these kids to be with master teachers, not useless aides and extra help. All classes and races of Chicago families are already driving their kids all over town to get into the best school. Heaven knows what we have had is not working. The time is now.

Rahmbo is a common Democrat, big-govt lover, big-govt spender and certainly big-taxer.  And those are the problems that have gotten Chicago and all of Illinois in the outrageous fiscal disaster they're in.  So, no, TIME-mag-writer.......no he's not a good mayor to fix the problems.  His ILK created the problems.  But TIME mag would not understand that.  Just a matter of 'time' before TIME goes bankrupt.  Won't be soon enuf !

I read through the comments posted to this story, ninety percent of the comments  are dumb and/or ignorant. The comments seem to have been posted by people who don't know what they are talking about, who are angry, unhappy political ideologues, or  who posted a comment to spread misinformation and false information. We are tired of Rahm's bull!  We don't need an arrogant bully like him running our city.  Rahm is destroying our city.  Our crime rates are outrageous since he has been mayor.  If you call 911, it takes a couple hours for the police to show up.  It takes weeks to change a street light.  He lives in a different world than the rest of us.   He is ruining our public school system by closing 50 schools.  He is instituting all day kindergarten in all CPS elementary schools, even the overcrowded ones that don't have the facilities to   accommodate the students.  He is putting 50 kindergarten children in some classrooms next year.  If we have schools double their actual capacity, why is he closing schools.  There is no logic to that.  Rahm is giving Chicagoans bull!

Rich people are never rich enough. The budget can't afford all these schools ~ so they say now. Then when the dust settles they will retract that saying that they made mathematical errors. But they won't reopen those schools - they will open Charter schools so they can bleed the poor dry of any money they might have left. It's been done before and is becoming normal practice. I am so sick of the rich taking from the middle class and the poor to gain power!

People are mad at him because he is failing at his job miserably.  The schools are one thing, but the violence in Chicago is an absolute epidemic that he doesn't seem to have any solution for or even much concern in stopping.  I have visited Chicago many times over the past ten years and anyone who denies that the city is in serious decline is delusional.

Why are people angry with Mayor Rahm Emanuel?  After all he IS trying to fix crime and the schools in Chicago...  Simply "trying" doesn't cut it.  The reason people are angry is that he has been at it for awhile and still hasn't made any significant progress on either front.  He will never fix the crime problems, despite his city's draconian firearms regulations---some of the strictest in the nation---unless and until he, his city prosecutors and judges start using the mandatory sentencing laws to maximally-sentence and/or permanently incarcerate thugs using illegal guns in crimes.  (That's simply not going to happen, because 98% of them are Black.)  He will never fix the schools' problems unless and until he can beat the über-strong, deeply entrenched, liberal-Democrat-supporting Teachers Union.  Neither is happening anytime soon, and meanwhile his popularity will keep plummeting.

Closing schools to give unions more money, and using strict gun control measures to ensure that criminals shoot 500 unarmed people a year is nothing to thank. Goodbye Times. How about this: Disband the unions and use relaxed gun control like Texas, Florida, Vermont. Three states with high employment, lowered crime and thriving education. Get a clue.

The only source you site is the Chicago Reader  which is owned by Sun-Times Media, publisher of the Chicago Sun-Times and several suburban newspapers.  Sun-Times Media is owned by the privately held Wrapports LLC.. One could certainly make the case that the newspapers of Sun-Times Media presents a decidedly Republican point of view, just as you have asserted that Time Magazine  presents a Democratic point of view.

I live in a quiet, prosperous suburb of Columbus Ohio, and your post just described our situation perfectly— increased crime, slow response times and increasing overcrowding in our schools. Our Mayor is a Republican, should I blame her for our problems....or is it possible that the system itself is broken?

Sure, disband the unions, check the wages in those states - they are not wages a family can live on.   For as many problems a union can have ( I am not absolving them of mistakes),  there has to be someone protecting the working person  - as we all know;  no one in government is.

The only reason I cite the Reader is that they are the only ones digging deeper than the Sun-Times or Tribune.  The Mayors of Chicago have been in Ben's sights ever since the Reader was owned by its founders!  The Sun-Times only took over the Reader from Creative Loafing a few months ago, so he is not a pawn of the Republicans, but truly an American free-thinker!

I find it distressing that no one else has commented, and I hope that Grant Park Denizen has looked at the links and has felt righteous indignation!

@cjh2nd @jb411208 Chicago officials are lying.  They always lie.  This is a claim they are making and they get to make up the numbers.  For many years, maybe still, the FBI would not accept Chicago's crime reports.  FBI reported "N/A" for Chicago in the annual FBI UCR.  No sociological or criminological data produced by Chicago city goevernment has ever been considered truthful.  It is all propanda....for 50 years now, the Daley Way.

My honest assessment is that Mayor Emanuel inherited a financial disaster form the last mayor.  The Great Recession and it's persistent aftermath have contributed  greatly to the trials and travails of Chicago and it's mayor.
