With the threat of a dominance struggle between global powers left in the last century and democratization efforts tarnished by bitter experiences in Iraq and Afghanistan, Haass argues it’s time for a doctrine of “restoration” — a rebalancing of U.S. resources that favors domestic pursuits over foreign ones, while maintaining an active force in global affairs when, and only when, the need arises.
