Iran Not Enriching?

Reuters is reporting that Iran stopped enriching uranium in September. To which one can only say: Huh? Is this evidence of Iran’s desire to cooperate with the IAEA…or a confirmation of some intelligence reports that suggest Iran is having trouble with the enrichment process…or a sign of division and confusion in the regime…or, or…something else?
