After the jump is the text of Rep. Charles Boustany’s GOP response to the President’s speech. Republican leaders said they didn’t want a big name to deliver this rebuttal – thus the relatively unknown Boustany, who hails from Louisiana and happens to be a heart surgeon. Also, wonder what some GOP members were waving during the speech? Turns out it was a “quiet” protest.

Update:
The heckler who yelled “You lie!” when Obama was talking about illegal immigrants was Rep. Joe Wilson, a South Carolina Republican.

Rep. Boustany Delivers Republican Health Care Address

WASHINGTON, DC – Below is the full text (as prepared) of tonight’s Republican address on health care, delivered by Dr. Charles Boustany (R-LA) following President Obama’s speech to a Joint Session of Congress:

“Good evening.  I’m Dr. Charles Boustany, and I’m proud to serve the people of Louisiana’s Seventh Congressional District.  I’m also a heart surgeon with more than 20 years of experience, during which I saw first-hand the need for lowering health care costs.

“Republicans are pleased that President Obama came to the Capitol tonight.  We agree much needs to be done to lower the cost of health care for all Americans.  On that goal, Republicans are ready – and we’ve been ready – to work with the President for common-sense reforms that our nation can afford.
“Afford is an important word.  Our country is facing many challenges.  The cost of health care is rising. Federal spending is soaring.  We’re piling huge debt on our children.  And families and small businesses are struggling through a jobless recovery, with more than 2.4 million private-sector jobs lost since February.

“It’s clear the American people want health care reform, but they want their elected leaders to get it right.  Most Americans wanted to hear the President tell Speaker Pelosi, Majority Leader Reid and the rest of Congress that it’s time to start over on a common-sense, bipartisan plan focused on lowering the cost of health care while improving quality.  That’s what I heard over the past several months in talking to thousands of my constituents.

“Replacing your family’s current health care with government-run health care is not the answer.  In fact, it’ll make health care much more expensive.  That’s not just my personal diagnosis as a doctor or a Republican; it’s the conclusion of the nonpartisan Congressional Budget Office – the neutral scorekeeper that determines the cost of major bills.

“I read the bill Democrats passed through committee in July.  It creates 53 new government bureaucracies, adds hundreds of billions to our national debt, and raises taxes on job-creators by $600 billion.  And, it cuts Medicare by $500 billion, while doing virtually nothing to make the program better for our seniors.

“The President had a chance tonight to take government-run health care off the table.  Unfortunately, he didn’t do it.

“We can do better, with a targeted approach that tackles the biggest problems.  Here are four important areas where we can agree, right now:

“One, all individuals should have access to coverage, regardless of preexisting conditions.

“Two, individuals, small businesses and other groups should be able to join together to get health insurance at lower prices, the same way large businesses and labor unions do.

“Three, we can provide assistance to those who still cannot access a doctor.

“And, four, insurers should be able to offer incentives for wellness care and prevention – something particularly important to me.  I operated on too many people who could have avoided surgery if they’d simply made healthier choices earlier in life.

“We do have ideas the President hasn’t agreed with.  We’re grateful the President mentioned medical liability reform, and we hope he’s serious.  We need to establish tough liability reform standards, encourage speedy resolution of claims, and deter junk lawsuits that drive up the cost of care.  Real reform must do this.

“Let’s also talk about letting families and businesses buy insurance across state lines.  I and many other Republicans believe that that will provide real choice and competition to lower the cost of health insurance.  Unfortunately, the President disagrees.

“You can read more about all these reforms at healthcare.gop.gov.  These are common-sense reforms we can achieve right away – without destroying jobs, exploding the deficit, rationing care, or taking away the freedom American families cherish.

“This Congress can pass meaningful reform soon to reduce some of the fear and anxiety families are feeling in these very difficult times.  Working together in a bipartisan way, we can truly lower the cost of health care while improving quality for the American people.

“I’m Dr. Charles Boustany.  Thanks for listening.”

    I found the GOP response to be dry and lacking in substance. Further cemented and confirmed to some of us former Conservatives that the Republican party is a dinosaur not willing to evolve or change.
    It is the party of “Never look at anything from any perspective other than being partisan at any cost”

    Same old blah blah. No tangible reason for rejecting the plan just a bunch of repeated and feigned concern for the populace. Blah Blah.

    Anyway, he is not the problem. The problem is those that will follow him and start their usual “drumming” and crying about how the plan will give grandma breast cancer. Yes, I expect that will be Palin’s next war cry or probably something worse.

    Meanwhile, there are real issues which people look at in awe without understanding how basic these matters are…. yet Palin with her specious death panel claims continues to get traction in the media with people “understanding” her convoluted explanation and reacting hysterically!.

    It was unfortunate that a member of Congress does not know the proper protocol in the halls of Congress. It appears that maybe his Governor can suggest a good long hike on the Appalachian Trail to reflect his behavior.

    Unbelievable. The Republicans, in the person of Rep. Charles Boustany, stood before the American people, looked them in the eyes, and lied straight to their faces. Repeatedly! There is no government-run plan, and there is no mandatory plan. The Republicans have shown during this health care debate that lying comes to them as easily and comfortably as breathing. They are a sick, diseased party that is eating away at our democracy and harming the American people.

    This is going to blow up in Republicans’ faces, fast. Democrats have had it up to here with Republican lies, and as Obama said tonight, “If you misrepresent what’s in the plan, we will call you out.”

    I wonder if Obama will apply the same principles to education where there is no competition for the teachers union, our costs go up and the education of our children is failing. No hate for them like the insurance industries.

    Still no answer on how he spends $900 billion and not raise the deficit.

    Let President Obama call out Republicans on “the lies”. He is bringing a kniife to a gun fight. His credibility has fallen faster than the Mets playoff hopes.

    The GOP was disarmed, discredited, and utterly humiliated this evening by President Obama’s brilliance — and by their own rude, boorish, loutish, low-class petulant, infantile behavior.

    (Yes, I mean YOU, Reps. Cantor and Wilson.)

    You lost MAJOR ground tonight, rabid, town-brawling teabaggers. You’ve used up all of your best lies and smears, and have still been found wanting — and the clock’s just about run out.

    And Sarah the Quitter was utterly *smashed* tonight. The POTUS called her out for the liar she is.

    Barack was brilliant.

    Counting on misleading people who didn’t watch the speech, eh freeinpa? Obama explained exactly how the reform plan will not raise the deficit. The plan will be paid for by cutting wasteful, inefficient spending already in the health care system. If the desired savings are not achieved, the plan includes a clause that mandates decreased spending in order to ensure the plan is deficit-neutral.

    Okay. Does anyone really believe that illegal immigrants won’t end up being able to get in on this? If Democrats are so opposed to this, then why did they reject an amendment that would have specifically prevented this?

    And how much will that increase in efficiency save? No idea and neither does Obama but it sure sounds good. And what decreased spending? Also not identified. Why? Because outside of defense a liberal will never cut a spending program.

    Just remember that estimate will for the deficit will sky-rocket just as Medicare exceeded its original cost estimates by over 10 times.

    If it comes out higher will every Congressman who votes for it resign? I bet the estimates get better.

    Yes, I already knew the bill said things to that effect. However, when Rep. Nathan Deal proposed an amendment requiring health care workers to use the Systematic Alien Verification for Entitlements (SAVE) program to prevent illegal immigrants from receiving government health care services, it was voted down.
    So no, the bill doesn’t say illegal immigrants can get in on this, in fact, it says they are NOT allowed to. Does that mean they won’t? Without a process specifically designed for them not to, the answer is NO. If Democrats are opposed to illegal immigrants using the new health care, then WHY was this amendment or another one like it not passed? How many other government services that are meant for lawful residents only are used by illegal immigrants?

    Do you think that when the government says something will happen, but has no real methodology to ensure that it happens, that it’ll work out alright? They’ve already notoriously botched a multitude of issues in regards to immigration, so why would this be any different?

    Are we confusing the health insurance system–and tax credits and/or vouchers for those who need them–with heath CARE itself? I don’t believe that the President meant to suggest that illegal immigrants cannot receive health care in America. Surely they could pay cash, purchase their own health insurance, or use indigent care services managed by hospitals and clinics, generally not governments, though I suppose that some county health departments might provide vaccinations and such. Of course, they might be discouraged from seeking hospital or clinic aid, since to do so might readily identify them as illegal immigrants. I beieve that it’s a long-standing practice among health most care workers to resist calls for their acting as ICE agents when faced with sick illegals. At any rate, I would imagine that any voucher system that provides ease of insurance access would seek identification, and we can suppose that most illegal immigrants can be weeded out (though for the sake of public health, we might ask ourselves whether that’s a great idea). Your argument that an act meant “to prevent illegal immigrants from receiving government health care services” demonstrates that Democrats are unwilling or unable to prevent illegal immigrants from participating in any government-funded insurance program fails because it seems to confuse actual care with insurance.

    Boutsany heart surgeon sued 3 times for malpractice, a birther, and wanna be “Lord” – he pretty much discredited his opinion with me being a birther – anyone crazy or intellectually lazy enough to believe that hooey is discounted.

    Listening to him speak I wondered if he watched the same speech I did. He was Jindal’d – the sacrificial mouthpiece.
