    wvng – I was thinking of that. I think somebody already pwned Bachmann, only she took it seriously and leaves others so dumbfounded they’re speechless. Watching her question Geithner about what part of the constitutional gave him authority to do what he was doing was priceless. He gamely tried to explain about Congress enacting laws and such as.

    Not to my understanding.

    The Obama administration is engineering its new bailout initiatives in a way that it believes will allow firms benefiting from the programs to avoid restrictions imposed by Congress…The administration has decided that the conditions should not apply in at least three of the five initiatives funded by the rescue package.

    The majority of the money –of the first $700mm– hasn’t been spent:

    Bank bailout: Who’s getting the money
    The Treasury Department is in the midst of doling out $250 billion to financial institutions nationwide as part of the $700 billion bailout plan. Here’s a list of the banks that have received checks so far.

    Given that there’s at least another $700 billion still in the pipe (presumably for toxic asset “auction” and beyond):

    Don’t take my word for it, somepeoplelikeit. Check it out yourself. I think that the paragraph you highlighted (“The requirements were honored…“) is rather confusing, somewhat misleading and ambiguous. It seems that the term “the initiative” is poorly used, given that the piece refers in the first sentence to “The Obama administration is engineering its new bailout initiatives“, and then speaks about “In one program” and “In another program“, and then “At first, when the initiative was being developed last year…“.

    Still, when one includes the fact that the “bulk of the money spent” isn’t the same thing as “the bulk of the money”, it makes more sense.
    .
    There is a lack of clarity, but I can’ imagine that the piece’s authors meant to imply by “The initiative is on track to account for the bulk of the money spent from the rescue package” that the bulk of money requisitioned for the program are included in “requirements were honored”. Since we know with certainty that the money spent isn’t even half of the original $700 billion, what we can say from this is that perhaps the bulk of the money already spent ($198,495,981,000 –almost $200 billion) may have complied with Congressional restrictions.
    .
    So my answer is no, somepeoplelikeit. It seems that perhaps a majority of the $200 billion already spent may have been largely in compliance with Congressional requirements, but since the rest of the $700 billion and the next bailout $700 billion-plus are being engineered to be exempt from these requirements, it doesn’t seem that this engineering simply “relates to much smaller amounts of money and smaller institutions”, as you suggest.
