According to this extremely confusing NYT article, the White House has backed away from the assertion that he can deny cooperation to the National Archives because of the “Liger Principle” — the OVP is both executive branch and legislative branch — but seem to be asserting that he can deny cooperation to the National Archives because he is a part of the executive branch. Whatever, the important thing here is that Cheney can still kill a man — or a federal agency — with his mind.

Also, he can fly.
